Etymology

1. "written statement," c.1340, from Anglo-L. billa "list," from M.L. bulla "decree, seal, document," in classical L. "bubble, boss, stud, amulet for the neck" (hence "seal;" see bull (2)). Sense of "account, invoice" first recorded 1404; that of "order to pay" (technically bill of exchange) is from 1579; that of "paper money" is from 1670. Meaning "draft of an act of Parliament" is from 1512. The verb meaning "to send someone a bill of charge" is from 1867. Billboard is from 1851.
2. From Middle English bille, from Anglo-Norman bille, from Old French bulle, from Medieval Latin bulla (“seal, sealed document”). Doublet of bull (“papal bull; bubble”) and bulla.
